How do teens with petite bands but full busts find bras that fit them? First, as always, it starts with finding the correct size of your bra which is based on the relationship between your rib cage measurement and your overbust measure. You can measure yourself at home very easily with a fabric tape measure.
Regardless of size, it is a struggle to find bras that fit both the band and the bust.
I have two such examples from the BRABAR Studio. These are two separate cases but highlight what works for Teens D-DDD/F Cups with a Band Range of 28-38.
The first teenage girl came in with her mother. She was very shy and did not want to be in the store at all. I let her walk around the store first and offered to measure when she was ready. Not jumping into things made her more comfortable and she let me measure her. Her mother was happy to get help because she did not know what teen bralettes to get for her daughter.
The teenager measured a 28-inch rib cage measurement. Therefore, she had a 28-bra band size. Her overbust measurement was a 32-inch bust size. How to find the correct band and how to measure bust sizes is as follows: you subtract your bra band size from your bust size. The difference between her two measurements was a 4-inch difference. Each inch is a cup size, so 1 inch is an A-cup, 2-inch is a B-cup, 3-inch is a C-cup, 4-inch is a D-Cup, 5-inch is a DD-cup/E-cup, and 6-inch is a DDD-cup/F-cup. Since a 4-inch difference is a D-cup, the young adult was a 28D bra size.
The second teenage girl came in with her older sister. Her older sister was going to treat her sister to teen bralettes and wanted her sister measured. The teenage girl measured a 30-inch rib cage measurement. Therefore, she had a 30-bra band size. Her overbust measurement was a 35-inch bust size. How to find the correct band and how to measure bust sizes is as follows: you subtract your bra band size from your bust size. The difference between her two measurements was a 5-inch difference. Each inch is a cup size, so 1 inch is an A-cup, 2-inch is a B-cup, 3-inch is a C-cup, 4-inch is a D-Cup, 5-inch is a DD-cup/E-cup, and 6-inch is a DDD-cup/F-cup. Since a 5-inch difference is a DD-cup/E-cup, the young adult was a 30DD/E bra size.
These are the suggestions I gave each of the guests for their D-DDD/F cups with petite bands (in no particular order):

Your bra size is a combination of your band size and cup size alphabet. Subtract your band size from your bust size to determine your cup size in inches. - Measure Underbust: Wrap a soft measuring tape around your body, right below your breasts. The number you read on the tape is your band size. Round to the nearest even whole number. i.e 31 round up to 32
- Measure Overbust: Wrap a soft measuring tape around your body, over the fullest part of your breasts. The number you read on the tape is your bust size; round to the nearest whole number.
- Calculate Cup Size: Subtract your bra band size from your bust size. This number is your cup size or the volume of your breast tissue. Your cup size in inches is represented by an alphabet (sizes AAA to DDD/F). 1 inch = A cup, 2 inches = B cup, 3 inches = C cup, etc.
- Your bra size is your band size + your cup size alphabet. BUST - BAND = Cup Size in inches
- This is converted to bra size as calculating Band Size and Cup Size
